this might be a dumb question but y would you want to downgrade?
The reasion to downgrade is to upgrade to a custom firmware and run homebrew

If you get a custom Firmware (psp software) then you can run games that devs outside of sony have created and are free. you can also do some illegal things that wont be up for discussion...
but as an exeample you can:
run psp isos .... aka free games like Need 4 speed, ect. that you just download an put on your memory card..
